This article describes RADIUS authentication failure with Microsoft IAS.
Solution
To ensure that the RADIUS authentication on Microsoft IAS functions correctly, the user must set the Dial-In property to allow 'Remote Access Permision'.
This is a permission may also be set via the MS Remote Access Policy.
