The FortiOS v3.0 HA heartbeat uses TCP port 703. All versions of the FortiOS v3.0 HA Overview and FortiGate HA Guide incorrectly state that the HA heartbeat uses port 702.

FGCP heartbeat

The FGCP heartbeat keeps cluster units communicating with each other. The heartbeat consists of hello packets that are sent at regular intervals by all heartbeat interfaces of each cluster unit. These hello packets describe the state of the cluster unit and are used by other cluster units to keep all cluster units synchronized.

The FGCP heartbeat operates on TCP port 703. The default time interval between HA heartbeats is 200 ms. The IP address used for the HA heartbeat (10.0.0.1, 10.0.0.2 etc) is an independent IP address not assigned to any FortiGate interface.
