Description
User Account Control (UAC) is a technology and security infrastructure introduced with Microsoft's Windows Vista operating system. It aims to improve the security of Microsoft Windows by limiting application software to standard user privileges until an administrator authorizes an increase in privilege level. Even if you are logged to your Vista machine as administrator , you don't have the full rights : when logging in as a user in the Administrators group, two separate tokens are assigned. The first token contains all privileges typically awarded to an administrator, and the second is a restricted token similar to what a standard user would receive. User applications, including the Windows Shell, are then started with the restricted token, resulting in a reduced privilege environment even under an Administrator account

If UAC is turned on, it may prevent to install the ssl vpn client : the problem has been witnessed when using IE7 and logging to the ssl vpn portal of a Fortigate. Then if you try to install the ssl vpn client it will fail

You can see if UAC is turned on or off by going to : Start > Control Panel > User accounts > User Accounts >
Turn User Account Control On of Off. Then you have an option called "Use User Account Control (UAC) to help protect your computer . If this option is checked, then UAC is On

Solution
1st solution  : Turn off UAC.
2nd solution : Launch IE7 a different way : right-click on the IE7 icon and select "Run as Administrator".

With any of these solutions, if you log in to the SSL VPN portal  of your Fortigate, you will be able to install the sslvpn client and establish the SSL tunnel
