This article explains how the Per-IP Bandwidth Usage widget works with a FortiGate.

Solution
The Per-IP Bandwidth Usage widget will display as shown below on a FortiGate unit:
The bandwidth shown on the widget “Per-IP Bandwidth” is not the accumulated bandwidth of the IP address in total but in fact it is the bandwidth consumed by the IP at that point of time or in more precise manner its real time traffic download rate. This should not be confused with the bandwidth result of the Traffic History widget which in this case accumulated bandwidth to the period of time.
The following example illustrates where the real time traffic of a file download is captured and matched with the Per IP-Bandwidth Usage widget:
