Starting FortiOS 5.0, Wan Opt&Cache, Explicit-Proxy, and Load-Balance, can be enabled from the "System Information" GUI dashboard, as shown in the following figure :
Once for example the Explicit Proxy feature is enabled, the appropriate web-based manager sub-menu will appear in the System --> Network menu :
