This issue is related to a bug in MS server 2012 r2.
Microsoft has released a hotfix to resolve this issue.

To install this hotfix, you must have April 2014 update
rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (2919355)
installed in Windows 8.1 or Windows Server 2012 R2.

Before installing the April 2014 update and hotfix, please remove all existing
fortinet adaptors by uninstalling FortiClient using FortiClientTools.
1) To do so, go to fortinet support portal > download > firmware images
> select FortiClient as Product > download > Windows > v5.0
(depending on Forticlient version) > 5.x (depending on firmware version)
> 5.x.x (depending on firmware version)
2) Download FortiClientTools_5.x.x.xxx.zip using HTTPS
3)Unzip the FortiClientTools > go to the Folder FortiClientTools > SupportUtils > FCRemove
