Solution

Our system is optimized for APs on the same channel to share the same BSSID. This is not just for handoffs, but also for load balancing in a channel and helping the high user density feature perform as effectively as possible in a dense AP deployment.

Always configure ESSIDs to have the same BSSID on the same channel (unless you need to support Vocera location tracking). For the specific Vocera location support scenario, where APs on the same channel have different BSSIDs, always set the high user density mode to Off.
