Description
If the an ESS Profile has the following security profile:
MIXED_PSK (data encryption = CCMP/TKIP)
then the WIN7 client is set to TKIP it cannot successfully connect.
If the WIN7 client is set to AES (CCMP) then the client successfully connects.

Solution
The Wi-Fi Alliance originally did not permit TKIP on 11n for certified devices, but later decided to allow it, at least for a transition time.

TKIP & WEP will be phased out in stages starting January 1 2011 until January 1 2014.
Starting in 2011, WPA (TKIP only) is not allowed in new APS, but mixed-mode WPA2 is permitted. They are also "permitting" vendors to ship APs with WPA2 enabled out of the box. Previously, they needed to be shipped open.
In 2012, no TKIP for client devices.
In 2013, no WEP for APs
In 2014, no WPA2 mixed-mode (no TKIP) for APs & no WEP for client devices.
So, TKIP will die a slow, miserable death.
Plus, you can only have an open network or AES encryption to support N rates as per the standard.
