Description

The following procedure helps to fix the error: 789, when configuring L2TP over IPsec on windows 10.

"Error: 789 the L2TP connection attempt failed because the security layer encountered a processing error initial negotiations with the remote",

Solution

In Windows:

1.Open Administrative Tools through the Control Panel.

2. Double-click Services. 

3. Look for IPSEC Services.  (ike and AuthIP IPsec Keying Modules,IPsec policy agent) Confirm that the Startup Type is Automatic and Status is set to Started. If needed, double-click IPsec Services to change these settings.
