Description
After Primary and Secondary Servers  are powered down, the Primary Servers do not take control after powering up.  Secondary Servers are still powered down. 

If Primary Servers are powered down before Secondary Servers, a failover can occur.  If this happens, the Primary Servers will not resume control when powered up.

Solution
Workaround:  Power up Secondary Servers and resume control to Primary Servers via Administration UI.  For instructions on restoring control, see related KB article below.

Solution:  Follow the instructions in the related KB article below to ensure Primary Servers remain in control upon power up of appliances.
