Added mechanism to export and import filters used in the Adapter, Host and User Views.

Previously, in an NCM environment, in order to have the same filters in the Adapter, Host or User Views of Network Sentry Servers being managed by the NCM, the filters needed to be created individually. Now, the filters can be created once, then exported from the one server and imported into the other servers.

These filters can also be exported from one admin user and imported to another admin user on the same Network Sentry system.
