Description
When a scan is configured with more than one service monitor, it is possible for a host to be marked "safe" even though one of the monitor checks failed.

Example: 
A scan is configured with two monitors to check for Services A and B.
1.  Service A monitor runs and the scan fails.  The host is marked "At Risk" as expected.

2.  Service B monitor then runs.  The scan passes and marks the host "Safe" (even though service monitor A is still in a failed state).
