Description
This article describes that an existing feature on FortiGate has been removed.

Starting with firmware version 6.2.0, the creation of Device Groups from User & Device -> Custom Devices and Groups is no longer possible.
This option was completely removed starting from FortiOS 6.2.1.

6.2.0: When browsing to User&Device -> Custom Devices and groups, the menu option that allowed the creation of custom groups became unusable due to the removal of background infrastructure that supports it. An error will be shown in GUI: “CLI internal error”. The groups can’t be created in CLI.

6.2.1: The option “Custom Devices and Groups“ no longer exists in the GUI or CLI

Solution
For wifi users, the similar alternative feature is described here:
https://docs.fortinet.com/document/fortigate/6.2.0/new-features/262899/wireless-mac-filter-updates

However, there is a limit of 256 entries.

Except for this, there is no alternative solution at the moment, in FortiOS firmware.

You may use dedicated devices like FortiNAC, or a different solution, based on user authentication.
