Solution
On FortiManager CLI, run the command:
FMG-6-2-1 # get system status
Platform Type                   : FMG-VM64-KVM
Platform Full Name              : FortiManager-VM64-KVM
Version                         : v6.2.1-build1121 190718 (GA)
Serial Number                   : FMG-VM0A17005985
BIOS version                    : 04000002
Hostname                        : FMG-6-2-1
Max Number of Admin Domains     : 10                                         <----- This limit is enforced from v6.2.1
Max Number of Device Groups     : 10
Admin Domain Configuration      : Enabled
HA Mode                         : Stand Alone
Branch Point                    : 1121
Release Version Information     : GA
Current Time                    : Mon Sep 23 11:33:09 EST 2019
Daylight Time Saving            : Yes
Time Zone                       : (GMT+10:00) Canberra, Melbourne, Sydney.
x86-64 Applications             : Yes
Disk Usage                      : Free 76.31GB, Total 79.79GB
File System                     : Ext4
License Status                  : Valid
Reason for these errors is that from v6.2.1, the license limit is enforced and administrators can no longer add a new ADOM once the limit has been reached.

In above example max number of ADOMs licensed to 10 and when a new ADOM (Vdom11) is added, there is following error:

The only way to resolve the issue is either purchase an additional license for more ADOMs or delete some of existing ADOMs to bring the number of ADOMs to the license limit.

In this example ADOM (Vdom9) is deleted and ADOM (Vdom11) can be created without any errors.
