Solution
Enable FortiCloud in FortiMail and login with FortiCloud account.
Below are the steps regarding how to enable the FortiSandbox cloud in FortiMail.

1) Go to Dashboard and find FortiCoud under license information widget.

2) Select 'Activate' and login with FortiCloud account (create a new FortiCloud account if not existing yet).

3) FortiCloud shows activated after the login.  

4)  Enable the FortiSandbox cloud in FortiMail.
