Solution
Under specific circumstances, FortiGate Cloud can appear to send two reports for one unit, sometimes one with information and one empty.
This happens if a cluster is logged to FortiGate, and cluster members have similar names.
FortiGate Cloud generates a report per node in a cluster, not a combined report for the entire cluster.
In active-passive clusters, this can lead to the appearance of one complete and one empty report (from the primary and secondary node).
This behavior is expected.
It can be changed by disabling reports for the secondary node, but this means that there is a failover,.
No reports from the primary unit will be generated until reports are enabled again
