Description
This article explains how to resolve the problem of not being able to access the FortiGate-VM with the message 'Evaluation license has expired' is outputed after logging in through the GUI.

Solution
1) If the Fortigate-VM running on lower version such as FortiOS 5.4.7 via GUI, The message 'Evaluation license has expired' is outpuedt as shown below:






However, this FortiGate-VM license did not actually expire as shown below screen capture, and That can be found in Support.fortinet.com -> Asset -> Product Management/View.






2) Check the console message of FGT-VM as shown below.




In the console message, if the serial number is appeared such as 'FGVM00UNLICENSED', login it first.
The license is invalid because of the system resource of the VM.





3) If the above symptoms are confirmed, check the CPU and Memory resource in the virtual machine settings.




In the high FortiOS version, the FGT-VM00 supports higher system resource, but low version does not support it so down as low system resources for FGT-VM00 to work properly.

To sum up, after downgrading FGT-VM's FortiOS version, the license expiration date is actually valid, but when displayed like the above console messages, the system resource of the VM should be checked and met with the possible range of specifications.
