Solution
To enable 'Dynamic Threat Detection' via EMS, valid license for Sandbox in EMS first.
When Sandbox is enable in the endpoint profile in EMS (Endpoint Profiles -> Your Profile),'Identify Malware and Exploits Using Signatures Received from FortiSandbox' in the malware tab appears.

Once the option is enable, 'Dynamic Threat Detection' in FortiClient will be turned ON.
