This article describes steps to disable the FortiTelemetry service for the IPSec VPN.
Solution
Notice that FortiClient license exhausted warnings and not able to connect more than 10 users.
By default, FortiGate will be having 10 free Telemetry licenses.
To use more, contact the local partner and purchase license.
Disable this feature if it’s not required.

In the above image, notice that FortiTelemetry is enabled on the VPN interface.
Edit the particular VPN interface and disable the service from 'Administrative Access'.
Further, disable the feature from the GUI going to System -> Feature Visibility -> EndPoint Control.
