Description
This article describes how to debug FortiConnect-VM (Virtual FortiConnect) not booting up or stuck at boot-up after power outage as shown below.
Scope
For FortiConnect-VM version 16.9.
Solution
1) General best-practice is to always maintain Uninterrupted Power Supply for FortiConnect to avoid landing into such boot-up issues due to abrupt power-outage
2) Also from time-to-time always take last working FCT-VM Snapshot on VMware platform and also download FortiConnect working config by navigating to Server -> Backup/Restore and select 'Snapshot' button.

Summary.
1) On the same VMware platform – verify if other VMs are still working fine after the power-outage
2) This FortiConnect boot-up error can imply that the database was probably corrupted and the box is trying to recover.
It is possible to revert it to snapshot if it is in place.
if not, let the box continue what it is doing.
If the database is big it takes a while depending on what was corrupted.
If FortiConnect-VM still does not boot-up then try below steps
3) Go to FortiConnect Maintenance mode and run 'fsck' on CLI:
When FortiConnect-VM reboots and it says 'Press any key" just press "Escape' windows key then select 'Maintenance mode'.
Thereafter, type 'fsck' command on the CLI - this is a Linux tool to verify and fix the file system errors automatically
4) If the above step does not fix, restore the last known good backup config on FortiConnect-VM using the steps mentioned in the below link:

5) If there is no backup config to restore, re-install FortiConnect-VM image and restore the last known good backup on FortiConnect-VM or redo FortiConnect config.
