This article describes the meaning of the error and how to increase the Fortitoken Mobile activation timeout on FortiAuthenticator.

Solution
By default, once an admin provisions the FortiToken to the user, the user has 1 hour to activate the FortiToken.
If the user did not activate the FortiToken within an hour time, the FTM activation will show expired status and the token needs to be provisioned again.
The token activation timeout value can be increased up to 168 hours under System -> Administration -> Fortiguard -> FortiToken Mobile Provisioning –> Activation timeout page on the FortiAuthenticator.
