Description
This article describes possible issues in the registration of a permanent test license when the registration process stuck and prompts the error:

Failed to download VM license
Scope
Version 7.0.x, 7.2.x, and 7.4.x.
Solution
First, check the following as per the message will prompt:
Maximum of one free evaluation copy per FortiCare account
Maximum of 1 CPU and 2 GB of memory
Maximum of three interfaces, firewall policies, and routes
The commands to check the above are:
get system status
diag debug vm-print-license
diag hard sysinfo vm full
show system interface
show firewall policy
show router stati
If the issue persists:
Try to install a FortiGate VM ('FGT_VM64') instead of FortiFirewall ('FFW_VM64').
