If a FortiGate has all global policies, it does not show up on the FortiManager during the policy import process.

Solution
If a FortiGate has policies with all global objects, then that would be considered as a global policy. When adding such a device on the FortiManager, during the import process the FortiManager gives a message that there is no policy available to import.
This is as per design.
FortiManager does not support import of global assigned policy (policy ID from 1073741825 for header and from 1074741825 for footer) these IDs are reserved for global policy and cannot be imported as local ADOM policy.
Global policies are supposed to be configured on the FortiManager and pushed on the FortiGate.
