Description
Wireless Controllers/AP's reporting Radius server (port 1813) failed to respond to request from client.


Radius accounting port 1813 is not bound to radiusManager after upgrading to 8.8.x from a pre-8.8 version (8.7 and below).  

To verify if the port is listening, login to CLI as root and type:
netstat -tulnp | grep 1813

 Working Example:
> netstat -tulnp | grep 1813

Port listening:

netstat -tulnp | grep 1813
udp6       0      0 :::1813                 :::*                       3068/java
If nothing is returned, the port is not listening.

Solution
Workaround:  After upgrade, perform the following steps:
1. Navigate to System > Settings > Authentication > Radius
2. Deselect Accounting Port 1813
3. Click Save
4. Re-select Accounting Port 1813
5. Click Save
