FortiClient SSO SAML Login not open Microsoft login URL in USER ACCOUNT

I have FortiClient  configured SSO with Azure AD, in user account when I click SAML login it is not open external browser for authentication. in the same computer it works in local admin user

Have you tried from webmode instead of FortiClient?
